download. But when I go to Help > Check for Updates it says my 3.1.1
is the latest.

No expert here, but I don't think they consider 3.2 an "update" to anything; it's a new release and taken care of that way, meaning you go and download it and install it as a new program. I don't recall, at least with XP, ever seeing that work as an "update". In fact, I don't think I've ever even seen an "update" occur.
