James,
I presume you have a H1 para style created in Writer (if this 
assumption is incorrect, please correct me by emailing the list).

Press F11 to bring up the "Styles and Formatting" Window
Right Click the H1 style
Choose "Modify"
Select the "Borders" tab
Under that tab choose :
*  an appropriate position for the line under "Line -Arrangement"
*  an appropriate style for the line under "Style" (I'd suggest
   at least a 0.5 pt line)
*  an appropriate colour for the line
*  other attributes like spacing etc : you would need to experiment
   with these settings to get something you like/want/desire)
Press the OK button - you should be done with it.

I trust this would be of some small use to you.
