the behavior to show Notes when a document is opened is intentional, so
that no user forgets that a document might contain notes he does not
want to share (later). But, this behavior should be the same since OOo
3.0

There is only one exceptions (as far as I know). If a note is hidden
(via hidden characters - a note anchor is a special character), then
these notes are not shown in the document.

If this behavior drives you nuts, you may consider to write a macro to
switch off the notes view after a document has been opened. But here,
I'm not the expert.
