Assuming you are using Writer 1.9.xx you can either:
View -> Toolbars -> Drawing
or
Click on "Show Drawn Functions" icon on the standard toolbar
(looks like a pencil drawing)
Then click on the "Fontwork Gallery" icon on the drawing toolbar
(looks like a hanging picture frame with an 'A' inside)
If you are using Draw the drawing toolbar should be visible.
If you are using 1.1.4 I am sorry I don't have installed at the moment.

and in case you want old fontwork, not fontwork gallery - open help,
enter 'fontwork' in index tab. scroll down, click on 'Fontwork Dialog
(Previous Version)' - there will be instructions for accessing it.
