I can see no link to get at a binary .msi windows installation file.

There are at least two ways to find the 109 snapshot.
1. a. Follow the M104 link to your favorite mirror.
b. Click on "Up to a higher level directory"
c. Select the link to 680_M109
d. Select the release you want
2. a. Follow the M104 link to your favorite mirror.
b. Edit the contents of the address window in your browser and
change M104 to M109 and press enter.

You could also inquire of the website development list why it takes so
long to update one link.
