SSHFS is one way of getting access to files hosted elsewhere. You could
run OpenOffice on your machine and access files that are somewhere else.
The next step up would be regular network accessible storage, aka file
sharing. See SMB, AFS, or NFS.

SSH can forward X11 or VNC so that is one way of running applications on
remote machines but interfacing with them locally. You could run
OpenOffice.org on a far away machine, via your machine.

Both activities are subject to network 'weather' and particularly
susceptible to latency problems.

However, the latter is not necessary or appropriate. That is the case
for most other 'cloud' (formerly known as 'hosted') proposals, too.
