I thought I was the only one. I got a very good response to my post
confirming what I had already l learned---to wit: If you want outline
numbering, dont use the first menu that offers this--use the second
one. I now know how to do it, but it is still a BAD design.
The ambiguous and confusing interface for outline numbering--plus the
lack of a real outlining mode is--IMHO--the worst flaw in an otherwise
superb SW suite.

This is by far the most serious flaw I have seen in 1.9.104---and--in
some form--it has been an issue in OOo ever since I first tried it.
I wholeheartedly agree that the whole list/numbering features, and specially
outline numbering is difficult to use. It either works alrigth int the
"automatic" mode, or it is difficult to tune.
I am thinking of launching a thread of discussion on the topic: "why are
list/numbering formatting and styles separated from paragraph formatting and
styles?"
