Followed the Microsoft directions; Bug in .NET. See http://support.microsoft.com/kb/308096
Tried it several times , however, each time OpenOffice installation rolls back and "Fully UnInstalls" OpenOffice when it fails leaving me without an install. Latest .NET update for Vista also fails during installation. Out of ideas.
