If you have a .doc or .docx file, you should not see any dialog asking you about the ASCII Filter Options. OpenOffice.org should open those files for you without asking. So, which files are you trying to open? Please reply with answers to those questions and also mention which operating system and which version of Openoffice.org you're using, since the answer might be different for different operating systems.
