I've never seen downloaded files go into the Programs folder.
I do know, however, that for some bizarre reason Firefox keeps changing
the Downloads folder to "My Documents> Downloads" (I like my downloads
to go to the desktop)...
That is because that is the default setting in FireFox. Go to Tools >
Options > General tab and select the "Save files to" radio button and
enter the path to your preferred location.
