I've tried this on 1.9.104 and it is a little better than 1.1.4. If
you've created the xref then saved as .doc the reference remains (ie,
you don't get the error message). What happens however is that you
cannot tell what it is referencing.

So for instance if you set a heading ABC (on page 1) to be the
reference, then on page 3 you have text saying to refer to heading ABC
on page [xref field]. In OOo both the heading has a grey shadow
applied as well as the [xref field]. However when you view this in
.doc format you see the [xref field] and it still has a grey
background, however there is no way to tell that it is pointing to
heading ABC since that heading has no distinguishing characteristics.

To find if this has been lodged as an issue, have a search for it.
