I think that you are confusing the terms "file" and "document". I use the term "file" in the sense of a one-dimensional sequence of bytes. I use the term "document" as the content of a collection of pages rendered in a human-readable (on screen, or printed) form. Currently, an ODF file contains a single document. An ODS file may contain several documents.
