Are you using a Windows system? If so, there are sometimes leftover instances of the soffice.bin process that confuse OOo into thinking it already is running when it isn't. To clear this up without having to restart your computer, you can use the Task Manager, on the Processes tab, to end any soffice.bin you see there (which will also end any associated soffice.exe processes). OOo should then start normally again. Ordinarily, closing all OOo windows takes care of this, but sometimes (for instance, if OOo ended abnormally) this doesn't happen. It is curious, though, that this seems to happen every time for you. Are you by any chance also using Lotus programs?
