NoOp (one of the others on this list) pointed me to the link for the issue,

and I saw your problem report. I had thought you were saying that the
entries were made but disappeared. I agree, something in your
configuration is interfering with the preconditions for adding entries
or dictionaries -- which sounds like an authorization issue, or
something in your profile, but you seem to have checked out those
possibilities already. Hopefully a developer or somebody else on the
list will give you some solid leads. I'm afraid I can't help.
