With Windows7 M$ has added some so-called security features.  It
will not allow you to load a competing program such as Open Office
without using the administrator privileges.  Some Windows A/V
(antivirus) programs see Open Office as a virus.  MicroSoft does not
make it easy to use products other than their own.
You will have to turn on "System Administrator" to install Open
Office.
