Yes: it's clever of Writer to guess that you might want it to do this, isn't it?

It's odd that you should go to the trouble of selecting eight rows to indicate where you want something pasting and then to ask how you can prevent this happening! If you don't want anything pasting in rows five to eight, why include them in the selection?
To paste your four rows into four rows of the table, either select those four destination rows or - more easily - just put the cursor into the top left cell of the range of cells into which you wish the paste to occur.
