I am not sure of the "How to" but it would seem that importing into
Calc then exporting as CSV would be the bet way. Not sure how Outlook
would do exporting the text though.

It would be a help if we know what the CSV file will be used for.
Will it be used to import your email address book to another email package
like Thunderbird? Or are you going to use it in a Database or Spreadsheet?
If the end file is for an email client, many will use the exported/saved
stuff from Outlook
directly. When I moved from Outlook to Thunderbird, I was able to just
import the stuff
directly. But it all depends on what you are using the CSV file for.
