If the problem is that OOo doesn't start (no error messages, just nothing happens when you do something that should start it), and you are on a Windows system, you can bring up the Task Manager and stop any soffice.bin process that is running, which should also stop any soffice.exe processes. That should let you open OOo again without having to restart, by getting rid of "left-over" instances of it that are still running after some kind of error.
That doesn't solve the real problem, though, which is apparently somewhere in the coordination between OOo and the file system you are using. If you tell us your operating system and version, and how the file system is organized (NTFS? FAT? something else?) maybe somebody can help. You might try changing the option about what menus are used for file operations, under Tools > Options, OpenOffice.org, General, Open/Save dialogs, and see if that makes any difference.
