I have now found that 15 paragraphs had a page break the end instead
of a paragraph.  Page break is used prima facie as evidence of a new
page in the conversion program I use.  It was turning on
View/Non-printing Characters, and seeing that the two symbols were
the same which put me on the track.  I found the appropriate chapter,
went through the last few paragraphs taking away the symbol at the
end of paragraphs and replacing it with a paragraph symbol, and
suddenly I have my 69 chapters back.

Would be nice if there was a difference between paragraph and page
break so one could see that.

Tools>Options>OpenOffice.org Writer>Formatting Aids

unsatisfactory for you? I find that turning on Page Breaks and colouring them Red more than adequate.
