Assuming you are using some form of Windows, this sounds like the problem when there is a "leftover" instance of OOo. If you bring up the Task Manager and end any soffice.bin process you find, that should allow OOo to start up normally again. (You need not stop the soffice.exe processes, they will end by themselves when their parent is ended.)
