Not sure exactly what you mean but ...
I have the UK version of OOo 3.2.1 on Win XP Pro. If I draw a rectangle and
look at its "Position and Size", the size is in my preferred centimetres. If
I change the setting at Tools>Options>etc. to inches then, when I look at
the same rectangle the units have changed appropriately. But perhaps I have
misunderstood your question.
