There are version that are needing a license fee to use, but not the versions at the main OOo site.
I have used OOo for years and I know of many businesses and governmental groups that use the versions at www.openoffice.org, and other fully-free versions of OOo. I would like to know who is telling you about the need for businesses to pay to use OOo. Is it a version that requires a fee, according to their specific site? Is it some "expert" saying this? All I know myself is I have been using OOo for home and business use for many years now [Windows and Ubuntu/Linux versions].
