The process to look for is soffice.bin -- do you see that? By the way,
I hope you mean uninstalled rather than deleted -- simply deleting
folders can leave a considerable mess behind.

This looks like a Windows problem. If you delete files it does not
remove the
program from the Windows registry and the lingering data there will
prevent any
reinstall because Windows sees the program as existing even though the
files were
deleted.
That is why you should always use "Add/Remove Programs" to remove
programs rather
delete the files. I would recommend a registry cleaner if you are
comfortable with that, or, a professional (costly).
