Yes. OpenOffice can read and write in .DOC & .DOCX formats. Also,
recent versions of Microsoft Office can read and write in the ODF format
that OpenOffice uses by default. However, there are problems with
Microsoft Office writing to ODF that appear to be deliberate. There is
also a Sun (Oracle) plug in available that adds ODF support to Microsoft
Office.
