[users] Adding 1 hour

[Wade Smart]

I have a column with times in it: 09:00 - 10:00, and I would like to add 
one hour to it, or subtract from it. Basically its a time zone issue. 
Ive gone through the functions, some forums but Im not sure this can be 
done in spread sheets.
