Very probably. In addition, there are OpenOffice's own locale
settings at Tools | Options... | Language Settings | Languages.
Try "9 Mar" instead of "Mar 9": that works for me (3.1.1 under Windows
XP with UK settings). Also try "9/3" or "3/9" as appropriate -
according to your locale.
