If I remember correctly, French is one of the few languages that is installed by default. Have you checked, what extensions are installed in your extension manager? I'm pretty sure, that you will find an entry for French there. And in this case, the suggestion is then correct. If you don't need this dictionary, maybe you could try to uninstall it and get rid of the reminder in this way as well.
