The latest milestones of OOo1.9.x can be used to achieve the desired behavior. If you register "scalc" instead of "soffice" as handler for xls files in your system each file with extension "xls" will become opened with Calc (if possible), regardless of the content of the file. It needs this manual registration step but IMHO that should be bearable.
