With a Writer document open, click on the insert field in the menu bar, click 
on the Fields option, the in that box click on the Other option.  You will then 
get a dialog box with several tabs.  In the document tab, select time and you 
will be presented with several options for configuring the way the time field 
will appear when you use it.
