changed something which wasn't reset just by going back.

Any ideas what might be going wrong? Do I need to do anything else after
reactivating my account, before I can actually add to reports?

I've just got around to doing a bit more digging into this issue, and found it reported in Bugzilla Issue 117094:

In case anyone else is having the same problem, there is a workaround suggested there - click "Add an attachment" and enter your comment there. You also have to attach a file, but I just created a short dummy text file and attached that. If they don't like the unnecessary attachments, perhaps they'll fix the problem with Bugzilla... ;o)
