There are various open source translation tools available. Google for
them. The article below explains some of the main ones :

I tried using the translation tool in word (2002) and I couldn't get
it to translate a phrase or more than a single word. In addition it
didn't translate it, it simply gave me the foreign word to then type
into the document. I'm probably not doing it correctly anyway but the
feature does not seem that useful.

I believe that with the variety of dictionaries available for OOo you
could achieve something similar with little effort.
