I think the issue is that you're not running the proper instance of
the setup program. You're likely to find the "setup.exe" file in both
the directory where you unpacked the file you downloaded from the OOo
website to perform the install and in the directory in which you
decided to install when you ran that setup program (apparently
"c:\program files\OpenOffice.org1.1.4").
When you run again the first instance of setup.exe (from the unpacked
directory), OOo thinks you want to install the program anew, and gives
you the dialog box you see because the program is already installed.
If however, you run the file named "setup.exe" found in "c:\program
files\openoffice.org1.1.4\program", it should allow you to reinstall,
modify or uninstall this existing installation.

Thank you Cyrille. That was exactly it. And, I was reading the
documentation but not READING the documentation. Is says specifically,
QUOTE ON LINE DOCS
1.Start the OpenOffice.org Setup Program either through the Windows
start menu or directly from the OpenOffice.org installation folder.
{installdir}\program\setup.exe
{installdir} indicates the directory in which you have installed
OpenOffice.org.
UNQUOTE
But all I saw was "Setup Program" and I knew it was right where I
unpacked it. Duh.
Sorry for the trouble. I'll try to comprehend the documentation next time.
Of course this didn't fix my spell checker which still doesn't work. Any
ideas about that? Perhaps I should post a question in a different message.
