This is pretty much the same way it has always been from my understanding.  
You open a new doc, set its formatting, including styles (of which Heading1, 
Heading2, etc. are a part) the way you wish, and then save it as a template.  
You then go to "File -> Templates -> Organize" and import it, if it isn't 
already, and then set it as the default template.  
Do that by Right clicking on the template from the left pane in the "Template 
Management" box and selecting "Set As Default Template" from the drop down 
menu.

To modify Styles in your template (while you have it open and in edit mode) 
you, click on "Format -> Styles and Formatting" from the menu bar.  Then you 
find the Style you wish to change, right click, and select "modify" from the 
pop up menu.
Make sure you save the Template after you modify the styles, or they will not 
stick.
