The problem is that for this particular issue - it is not considered a
'problem'. The way that OOo handles headers is different from M$ Word,
but it is not a problem nor a bug that will be corrected in future
versions of OOo (as far as I can tell).

This is one of those things that should be considered a learning
curve.. as with all new software there are some slight differences
that need to be worked through...
