Well, from what I have learned, the only way how to change the palette
in the word processor or spreadsheet applications is to draw an object
(rectangle, for example), edit area properties and set the palette
there. Then delete the object. This is very strange and far from being
intuitive.

I would think that the logic is that you do not require to change the
color palette that many times in a word document, and even less in a
spreadsheet. You can customise your color templates for all the
modules within OOo by going to Tools -> Options -> General -> Colors.
This will allow you to modify and/or load/save palettes for use with
all applications within OOo.

The thing is that it doesn't. You can't load or save color palettes in
the options dialog in Writer & Calc. That is the point he is trying to
make. You have to make a shape to do it.
