Absolutely.  It should open it by default.  however, if the files are not 
viewable when you select "File" -> "Open", and browse to your doc directory, 
click the "File Type:" box near the bottom of the "Open" dialog box.  This 
should present a list of doc types that you can open with OO.o.

However, oot is not an extension OOo recognizes, and I'm not sure where it 
came from.  Never fear, in the "File Name:" field of the Open dialog box type 
(without the double quotes) "*.oot" and you should see a list of all files 
with a oot extension.  If the doc is not corrupt, or in a format totally 
foreign, it should open it.

Depending on your OS you could also right click the file, select "open 
with . . .." and then manually select OOo, and tell the OS to remember your 
selection.  This should make OOo the default app for for that extension from 
now on.
