     You are right. Windows XP contains an extraction program, but Win 
98 does not.

You are missing an unzip utility.
The most populair ones are Winzip and Winrar , but a good free one is 
7-zip 
(http://www.7-zip.org/)

Just open the file with 7-zip and extract it to a temporarily folder and 
execute setup.exe , that should work. Opening with Microsoft Word is 
useless.
