    First of all, you stop "yelling" when you ask a question. All upper 
case letters is considered to be doing just that. And like your 
problem, that is the way it has been for a long time. Please be more 
polite then next time.
     The answer to both your questions is the same: format any cells in 
which you are using "x/y" type entried as Text. You could also use an 
apostrophe in front of 1/1, 1/2, etc. in the cell. this automatically 
changes the format of that cell to Text. (One caviat: in this case 1/2 
may become the fraction 1/2 if that has been selected in 
Tools > AutoCorrect > Options (tab) > Replace 1/2 with ...
