Yes, the Guide says:

   Tips
   Tips are defaulted to being on at installation and it is recommended
   that this feature should
   always be switched on (in the Help menu, Tips should be checked).
   With Tips activated one
   can , for example, let the mouse pointer rest on an icon so that its
   name is displayed. Tips may
   also be seen in many other places in OpenOffice.org. For example,
   when scrolling through a
   table, the tip shows the row or column.
   Turning tips on and off
   Select Help > Tips to enable or disable this feature.

The problem is that the Help Menu does not contain a "Tips" entry. Either there is a bug or the Guide
is in error.

It is there in OpenOffice.org 1.x. In OpenOffice.org 2.x beta (also known as OpenOffice.org 1.9.x), it is in Tools->Options->OpenOffice.org->General.
