I think the answer is no. Help says that they can be resized but
only by using the cursor when it is changed to a double arrow. This
only happens in the horizontal position.
However, I did notice something else. It is not quite what you
wanted. If you have both of them docked, using the F5 button causes the
Navigator toolbar to disappear or appear from its docked position. The
F11 button does the same thing for the Stylus. By hitting two buttons,
you can quickly change what appears on the left side of the window from
one toolbar to the other.
