If your OOo file does not include embedded objects (spreadsheets, images) RTF should be relatively safe/compatible.

I don't know much about MS file formats but my understanding is that RTF is the underlying format to describe text formatting for all of MS file formats. Anything that sticks to text formatting should be safely transfered from OOo to MS.

Some complex/advanced formatting functions may not be compatible but if you use your word processor to only type "normal" text everything should be alright. For the rest, you need to test.

If you want to know more about RTF, check the "free chapter" available at Oreilly, it describes anything a beginner wants to know about RTF. If you need more info, the RTF specifications are available on the web (the last is RTF 1.8). It is boring to death to read such specifications but may help you understand what goes wrong when something does. Besides, if you want to look at what the OOo produced RTF looks and compare it to the MSWord produced RTF, open your files in a plain text editor that does not "know" RTF, you'll see the underlying code and be able to make interesting comparisons.
