My guess is Yes, it would be. If I recall correctly it is
about 74MB. It took me about an hour to download it with a
600 kbps ADSL broadband connection.
When downloading over a dial-up connection, I would also
suggest using a downloader that supports RESUME, just in
case something goes wrong during the transmission. With
RESUME, you restart from where you left off instead of having
to start over at the beginning to the file again.
