At this point I cannot reproduce the issue. My first fix was to store
as doc and reload. That worked.
I have now downloaded 1.9.122 and cannot reproduce the problem. I must
have got the earlier version confused some how. I was using a lot of
styles and they may have been part of the cause. In a simple document I
was able to put tables wherever I wanted to.
I will try to capture this if it happens again.

It would help if we knew how big these tables are. It would also
help if we knew what version of OOo you are using. Could you create a
file with a few example tables in it and place it somewhere on the
web where we could get access to it? Then maybe someone could
determine what the cause of your problem. If you have no other place
on the web for it, send it to me. I have a web site with one area
specifically for OOo. I will place it there and give the list its
address.
