Add a caption, which should automatically create a frame for the
picture. Move the picture down (in the frame) 0.5cm or so. Voila -
caption above picture.

While trying to use Captions in an openoffice 2.0 document, I realised that
openoffice allows you to place caption of a picture only below the
picture. Unlike in case of say Tables, you cannot choose to place captions
to a picture above the picture.
It is silly to put such a restriction (even if a developer thinks she would
not like to place captions to her pictures above the pitcures).
Does someone know if there is a way around this restriction?
