I must disagree---"The whole document" in a word processor is typically unambiguous. Not so in a spreadsheet (workbook) In a spreadsheet program, I believe that most people would regard the whole document to be the active worksheet. This view has a minimum of two things to support it:
   1.    It is logical
   2.    It is the way MS Office works

Because MS is VERY GOOD at ergonomics, I will argue that #2 is because of #1. Also--repeat the point that radical departures from the MSOffice norm are not a good idea. (For example, I don't see anyone proposing "J", "K", and "L" for cut, copy and paste.)
I LIKE the departures that make OOo better......;)

But, we HAVE agreed that I will now file this as an issue.

This behaviour is consistent with Writer, where - as far as I can see - no one has had problems: In Writer, as well as in Calc, the preview is for viewing the printed version of the whole doc. You can scroll through the pages, in Calc as well in Writer preview. So activating the printer in preview is understood as activating the printer for the whole doc.

You have pointed out how to get things done the way it is now
configured.  My assertion is that it is configured poorly.  I'm off to
the issues page.....
