The most practical way is use styles. Create a Page style for the
first page, and you could name it First Page. Create a Page style for
the rest of the document placing the page number in the header or
footer as you desire. Save that Page style and possibly call it Body.
Create a page break at the end of the first page.
(Insert > Manual Break) Make sure Page Break is selected (ticked), Style
is set to Body (or whatever you named the Page style for pages 2 on),
change page number is checked (ticked), and the page number is set to
1.
That should do it.
