Unsure about the 'base' product, but I would suggest it can operate just as it would a normal database. Have a look here for more information on 'base' : http://dba.openoffice.org/FAQ/specific.html
In reagrds to other DB servers (eg, Access, mysql, etc...) they can operate in a multi user mode. Install Mysql on a networked machine, then all clients, using OOo, can connect to the mysql db server just fine.
