I see the problem. The link is no longer on the download page. Wonderful for you and is now http://www.openoffice.org/issues/show_bug.cgi?id=53993. To get the language pack point your browser to http://oootranslation.services.openoffice.org/pub/OpenOffice.org/2.0beta2rc/ and get those you need.
