If you downloaded from Pacific Internet, I think some of their files are
corrupted. i had a similar problem with the linux file.

You need to run m5sum.exe. This will make sure that you have a good
copy of the install file. If you don't know how to do this see:
http://www.openoffice.org/dev_docs/using_md5sums.html
for detailed instructions.

If it turns out you downloaded a bad copy try a different mirror, such
as the Planet Mirror site... when you're done run m5sum.exe again to
confirm you got a good copy.
