[users] Logging on and Downloading

Hello.
Can you please help me ?
I seem to have got jammed during the log-on process.  The only thing I can 
think of is that I wrongly entered my e-mail address during registration.  Can 
I start again ?  How ?
Am I right in thinking that only Administrator can download Open Office from 
your site ?
